Short answer

The Bishop is the head of the monks at the Royal Foundry, beneath the bathhouse on the north side of The Town. He is the only seller of Steel Ingots: 1 silver each, or 100 for 1 gold. In the main quest Magic Mirror he asks for 3 Zombie Power and gives you the Sloth portal fragment — your first piece of the portal.

Where to find him

The Bishop runs the Royal Foundry, reached beneath the bathhouse on the north side of The Town.

The route there is a quest chain rather than a door — our steel guide walks through it.

The Magic Mirror, a talking mirror, is in the same area.

What he sells

Steel Ingots in bulk: 1 for 1 silver, 10 for 10 silver, 50 for 50 silver, 100 for 1 gold.

Steel feeds Steel Details, Steel Armor, the Master Sword and the church organ, so expect to come back often.

The Magic Mirror quest

It opens after Any Portal in a Storm and Steamy Royal.

Ask the Bishop about the magic portal, then deliver 3 Zombie Power to him at the Royal Foundry.

The reward is Portal Fragment (Sloth). The journal notes it as the first fragment, and the story moves on to The Hungry Cosmos.

Why he has a fragment (spoiler)

According to wikily.gg's character notes, the Bishop and his brother stole the magic portal from the Palace and split it into pieces, and he holds the magic mirror taken from the Keeper's wife.
