Short answer
The Choir is a church gallery where up to five zombies sing. Its tech, Church Music I (50 red, 20 blue, after Church Carpets), stays hidden until the Nun's quest The Nun Also Reads. Build it for 4 Oiled Plank, 2 Bronze Detail and 4 Music Notes (2 Clean Paper + 1 Ink at the Writing Desk). Any zombie in the gallery satisfies the quest.

Why you cannot find the tech
Church Music I is hidden in the Theology tree until the Nun gives you The Nun Also Reads.
Players on Steam report needing about 30 friendship with the Nun before that request appears; one stuck at 20 could not progress.
Her earlier requests include dealing with the tavern corpse deliveries, fixing the well and raising the graveyard's quality.
Church Music I
The tech costs 50 red and 20 blue tech points, and needs Church Carpets (20 red, 5 green, 10 blue) first.
It unlocks two things: the Music Notes recipe and the Choir itself.
Music Notes
Music Notes are made at the Writing Desk from 2 Clean Paper and 1 Ink. Each takes 8 ticks at 2 energy per tick and needs Book Writing mastery 5.
You need 4 for the Choir. No trader buys them.
Studying one Music Notes pays 50 blue tech points for 20 Science — a good bonus while you are making them anyway.
Build cost
The Choir is built in the Church for 4 Oiled Plank, 2 Bronze Detail and 4 Music Notes.
Oiled Planks come from the Woodworking Workbench; Bronze Details from the bronze line.
How much church quality it adds
The gallery adds 1 church quality on its own, and each singing zombie adds 1 more.
Musician perks raise that: 2 with Novice Musician, 4 with Skilled Musician and 7 with Maestro.
Five Maestros give 36 quality in total — one of the largest single boosts to the church.
An original summary of the Faith routine the church supports. The Choir adds church quality; this is not a Choir screen.

Finishing the Nun's quest
After the build, the Nun asks for a sermon with the choir singing.
Any zombie counts. A zombie with no musician perk still adds 1, and the story only checks that someone is in the gallery.

The choir quest bug
Several players report the quest failing to advance, especially if the Choir was built before the Nun asked for it.
Update 1.005 appears to have fixed it for some players but not all. Keep a save from before building, and check the Steam bug-report board for the latest status.
