Short answer

Green Scrolls come only from restoring residential buildings in The Town: 1 per Small House, 3 per House, 10 per Large House and 25 per Block. They do nothing in your bag — take them to Linda at the Dockside Club in the Port on Lust day, where she spends 1, 3, 5 or 10 at a time to attract new people and raise The Town's Likes limit.

Where they come from

Scrolls are a reward for Town restoration projects on homes, not shops.

Repair Small House: 1. Repair House: 3. Repair Large House: 10. Repair Block: 25.

On Steam, players looking for more scrolls at the astrologer were pointed back to repairs: instead of raising population directly, repairs pay scrolls as an in-between step.

Hand them to Linda on Lust

Linda is the hostess of the Dockside Club in the Port. Her new-people menu is only open on Lust, the third day of the six-day week.

She takes 1, 3, 5 or 10 scrolls per option. Guides report bigger options open as her reputation grows.

What you get

New residents raise Town quality and the maximum Likes limit.

Other Lust-day errands

Davy the Dagger takes looter orders at the same club on Lust once Wharf Rats is complete, paid in Keys for Looters.

Linda's concert in Concept for a Concert also starts on Lust, so one trip covers all three.

Storage

Green Scrolls are a quest item. They stack to 999, cannot be destroyed and no merchant buys them.
