Short answer
Every zombie you raise on a Resurrection Table uses 1 Reanimation Liquid. Brew it by alchemy from any three ingredients whose runes total exactly 2 red, 1 green and 4 blue, or buy it for a base 7 silver: the Alchemist sells it from the start and Gunter from trader level 2. Seven free bottles also sit in chests at the Old Mine, the Sawmill and the Resurrection Lab.

The formula
Reanimation Liquid is brewed from ingredients whose runes add up to 2 red, 1 green and 4 blue. Any three ingredients that hit those totals work — wikily.gg counts 556 combinations.
Each brew uses 1 Alchemy Flask. You learn the formula from the Necronomicon quest, The Ingenious Gentleman Don Keyote.
Zombie Goo is worth 2 blue runes, so two goo cover all the blue. Our alchemy guide explains how rune totals must match exactly.
Buying it
The base price is 7 silver.
The Alchemist sells it from the start, with 5, 10 and 10 in stock as his trader level rises.
Gunter adds 3 per restock from trader level 2.
Free bottles in chests
Chests hold 7 at the start of the game: 2 at the Old Mine, 2 at the Sawmill and 3 in the Resurrection Lab.
The quest Personal Zombie Zone gives 2 more.
That is enough for your first nine zombies, so do not buy any until those are used up.
