Short answer

Davy the Dagger, leader of the looters, takes orders at the Dockside Club in the Port on Lust only, once the quest Wharf Rats is done. Orders are paid in Keys for Looters: 1 for small, 2 for medium, 4 for big. Keys come from the Bathhouse Basement battle and Sewer Brawl I and II (3 each), the Sewerena (4 to 10 per round), or the Jeweler from level 2. The chest behind him then fills with techbooks, stories, gold or seeds.

Where and when

Davy the Dagger sits in the Dockside Club every Lust. Orders open after Wharf Rats, the quest in which you first bring him keys.

He takes one order at a time. The next is only offered once the chest is filled and the "Looters Order Ready" notice appears.

Earning Keys for Looters

Break Through to the Bathhouse Basement, Sewer Brawl I and Sewer Brawl II pay 3 keys each.

The Sewerena pays per round: 4, 4, 5, 5, 7, 7 and 10 keys for rounds 1 to 7.

The Jeweler sells them from trader level 2 at 1 silver base, and buys spares back.

Armed units fight around wooden barricades and medieval houses, with health bars above them.

What each order holds

Techbooks (red, green or blue): 1 to 3 for a small order, 3 to 6 for medium, and 4 to 8 tier II techbooks for big.

Random Techbooks only until Closing the Eastern Floodgate: Part II is won; after that you pick the colour.

Stories: bronze stories with a chance of silver, and a chance of gold from medium up.

Valuables: 4 to 8 Golden nuggets for 1 key, up to 15 to 30 nuggets and 3 to 6 Golden ingots for 4.

Seeds: silver cabbage, onion, pumpkin and grape seeds for 1 key, gold seeds for 2 or 4.

Which order to pick

Stories feed the Writing Desk — every prayer starts with one, so a story order speeds up sermons.
