Short answer
Zombies are raised on Resurrection Tables in the Resurrection Lab, and the Resurrection device only works on Envy, day 4 of the week. Each table needs a corpse with all 6 vital organs, 1 Reanimation Liquid and a zombie collar whose red-skull limit covers the corpse. One use raises a zombie on every prepared table, then the lab is out of power until the end of the next Lust — unless a Prayer for Storms sermon is active.

Unlocking resurrection
Repair the Resurrection device first — that reveals the Reanimation technology.
Reanimation: 30 red, 10 green, 10 blue, column 5 of Anatomy and Alchemy. Needs Alchemy, Distillation and Skull and Teeth.
It unlocks Resurrection Table I, the Bronze Zombie Collar and Prayer for Storms.
Your first worker zombies are free anyway: 2 from Albert in Sweet Dreams and 3 from Gunter in Friendship Written in the Stars.
What each table needs
A corpse with all 6 vital organs: skull, brain, heart, guts, bones and skin. A Surgeon's Error in place of one also blocks it.
1 Reanimation Liquid — brewed from 2 red, 1 green, 4 blue runes on Laboratory II, or bought from Gunter or the Alchemist.
A zombie collar with a red-skull limit at least the corpse's red skulls.
Each red skull on the corpse becomes one perk slot on the zombie, so better corpses make better workers.
Why the table refuses
"This body is missing vital organs." — an organ was removed or botched.
"This Zombie Collar isn't good enough for this corpse." — use a higher-tier collar.
"Resurrection available on Envy" — wrong day.
On Envy after the device was already used: not enough power until the next Envy.
Zombie collars
Bronze — up to 5 red skulls. Jewelry Table: 1 Bronze Ingot, 1 Blue Crystal, 3 Faith.
Golden — up to 10. 1 Golden ingot, 1 Blue Crystal, 5 Faith.
Steel — up to 99. 1 Steel Ingot, 1 Blue Crystal, 10 Faith.
Every collar needs a Blue Crystal; a free pile of 4 appears by the Goddess statue each Envy once Heart of the Swamp is done. A collar can be swapped later for a better one.

The Astrologer's Tower from the official media kit, the alchemy side of the game. Not the Resurrection Lab.

Resurrecting on any day
Prayer for Storms is written at the Writing Desk (1 Story, 1 Blank Softcover Notebook, 1 Ink; Book writing mastery 8).
Hold a sermon with it — at least 20 parishioners. A success grants God of the storms for 90 minutes: the device works on any day, as often as you like, with no power needed.
The zombie limit
Every raised zombie adds one to your count. Going over the limit does not stop a resurrection, but it brings the Excessive zombies debuff.
